Mr. Mayor isn't the hazardous duty commitment a worthwhile commitment?

I personally believe that hazardous retirment is, to use your words, "a worthwhile commitment." However, in making big decisions like entering into the hazardous retirement program, city officials must consider many factors, some of which are cost, public support, extent of the beneft, likelihood of achieving positive benefits, risk factors, and the longterm trends of city finances. It is a complicated call. Important, but complicated, not simple. Not black and white.
