Mr. Mayor is there any way possible that the city could afford the pay raise and hazardous duty both?

That question can only be answered in the context of the entire budget. Furthermore, a cogent case has not yet been made for either. The better argument probably supports the pay raise with elimination of the 5 year steps. The finance committee and council will have the ultimate decision on this.
