Mayor, the park plan presented tonight was impressive, but I wonder if there's room for cutting, given the $3.2 million price tag. For example, is putting an amphitheater near the railroad tracks a smart plan?

Yes, there certainly is room to cut. The amphitheater is one example. In addition, with declining interest in softball, perhaps one or both of those fileds should be left as open space suitable for soccer use at less cost. However, a meeting building was previously deleted from the plan, and any savings from cutting out the amphitheater or some fields may cause that concept to reemerge.
