Mayor, I live in the Oaks subdivision and have a concern. One of our residents has recently added a chain-link fence, which is against the codes in our neighborhood association. Who enforces these?

If The Oaks has a Homeowners Association, the Association will enforce the restriction. If not, it is up to another owner to enforce the restriction. You should seek advice from your attorney.
