The discussion has focused on amending the license fee ordinance to provide a festival permit, at an increased price determined by the expected number of vendors, to be paid by the organizer to the city. The argument in favor of such a change would be the simplification and efficiency of the process. It would also allow the organizer to pass the collective cost on to each participant. There could also be a provision for an adjustment in the fee at the end of the festival, either up or down, depending on the actual number of vendors who participate.
